Restaurant bookkeeping in Santa Monica

Santa Monica taxes local receipts, sets its own minimum wage and controls service charges. The books should reflect all three.

Short answer: Restaurant bookkeeping in Santa Monica keeps sales from each Santa Monica location apart from sales elsewhere, because the city bases its license tax on receipts earned inside Santa Monica. Mandatory service charges are held as money owed to non-managerial staff, not counted as income. Sales tax collected is tracked at the 11.25 percent rate in effect since October 1, 2026.

Three city rules that reach a restaurant's ledger

  • A business license tax on Santa Monica gross receipts, with a rate tier set by worldwide receipts.
  • A city minimum wage of $18.47 an hour from July 1, 2026, above the state rate.
  • Service charge rules that send the full amount of a mandatory charge to the workers who served the guest.

Rates and thresholds can change. Check the City of Santa Monica pages listed below before you renew or set pay.

How the license tax lands on a restaurant

The city's tax schedule charges $75 on the first $60,000 of Santa Monica gross receipts and a percentage on receipts above that. Group I, the retail group, pays $1.15 per $1,000 for businesses under $5 million in worldwide gross receipts and $1.25 per $1,000 above it. The Measure F ballot materials describe that lower rate as a cut for most retailers and restaurants.

Two numbers matter, then. The tax applies to what you took in at your Santa Monica locations. The rate tier depends on everything the business took in, everywhere. A group with a spot on Main Street and another in Venice needs both totals each summer, and a single revenue line in the books gives neither.

Deadlines and late penalties

The city lists August 31 as the renewal deadline. Its penalty schedule adds 20 percent on September 1 and rises each month after, reaching 50 percent on December 1. A restaurant that closes its December books late, or has not split revenue by location, is the one most likely to miss the date.

We close each month with sales tagged by location, so the prior calendar year is ready by spring. The renewal figure then comes from one report instead of a summer spent with POS exports.

Service charges are not tips, and not income

Many Santa Monica menus add a mandatory percentage to the check. Under the city's minimum wage ordinance, the full amount of a service charge goes to the non-managerial employees who provided the service, which the city says can include back of house staff. Employers must tell staff how it is split and keep records of the distribution.

In the books, we record each service charge as a liability when the check closes and clear it when it is paid out through payroll. A monthly tie out shows that every dollar collected went to staff. Tips stay in their own liability account, so the two are never mixed, and neither one inflates sales.

Who qualifies for a share, and how it is divided, is an employment question. Ask your employment lawyer or the City of Santa Monica.

Sales tax after October 1, 2026

CDTFA lists the Santa Monica rate rising from 10.75 percent to 11.25 percent on October 1, 2026. If the POS kept the old rate for even a few days, tax collected and tax owed no longer match for the fourth quarter. We compare the rate on daily POS reports with the CDTFA rate and keep tax collected for September and October apart, so any gap is found before the return is due.

A typical cleanup: the kitchen fee that became revenue

Picture a Santa Monica restaurant that added a 4 percent kitchen fee to every check. The POS mapped it to food sales. Each week the general manager split some of it with the line cooks in cash and kept the rest for repairs. The owner's Santa Monica receipts figure for the license renewal included the fee, and nobody could show where the money went.

We moved the fee out of sales and into a service charge liability, using the POS item reports for each week. Payouts that had gone through payroll were matched to it. The balance still owed was shown to the owner and their advisers as a clear number to resolve. Going forward, the fee posts straight to the liability and clears with each payroll.

Questions

Does Santa Monica tax my sales from a Los Angeles location?

The tax is on Santa Monica gross receipts. Worldwide receipts set which rate tier applies, so the books should show both figures.

Can a manager share in the service charge?

The city's guidance says service charge money cannot go to employees whose main role is managerial or supervisory. Confirm the details with the city before you change your policy.

What is the Santa Monica minimum wage now?

The city lists $18.47 an hour from July 1, 2026. It adjusts each July, so we update payroll checks each summer.

Do you file the Santa Monica license renewal?

No. We give you or your CPA the Santa Monica and worldwide gross receipts from the books. You file the renewal.
